NOTICE OF INTENT TO AMEND AND ADOPT RULES

2. The State Board of Equalization (Board) gives public notice of its intent to amend and adopt rules in accordance with W.S. §16-3-103. The proposed amendments to rules will be adopted pursuant to the rule making authority of the State Board of Equalization, W.S. § 39-11-102.1(c)(i), (viii) and (xvi).
3. Proposed amendments are to Chapter 6.
The Board proposes to amend Chapter 6, §§ 2, 3 and 6 to make grammatical changes.
The Board proposes to amend Chapter 6, § 4 to adopt language to coordinate with the current computer assisted mass appraisal (CAMA) system, and to delete the requirement an assessor report to the Board the number of statements of consideration processed each month.
The Board proposes to amend Chapter 6, § 5 to adopt language to coordinate with the current CAMA system.
The Board proposes to amend Chapter 6 § 7 to improve the notification process when exclusion requests are granted by the Board and the Department of Revenue.
The Board proposes to add Chapter 6 § 8 to provide guidance, as requested by the Wyoming County Assessors Association, to Wyoming county assessors on disclosure of statements of consideration pursuant to Wyo. Stat. Ann. § 34-1-142(g).
4. A copy of the proposed rules is available from the Board upon written request or at the office of the Board. A copy of the proposed rules is also available at the Board’s web site: http://taxappeals.state.wy.us/.
5. All written comments must be submitted to the Board no later than 5:00 p.m., MST, January 22, 2010.
6. If requested by 25 persons, a governmental subdivision or by any association having not less than 25 members, a public hearing will be held at 10:30 a.m. MST, January 25, 2010, in Room 1722, Herschler Building, Cheyenne, Wyoming. Requests for a public hearing may be addressed to the Agency Contact at the address above.
7. Any person may urge the Board not to adopt the rules and also request the Board to state its reasons for overruling the consideration urged against adoption. Requests for Board response must be made prior to, or within 30 days after adoption of the rules.
8. These rules are not adopted, amended or repealed to comply with federal laws or regulatory requirements.
9. These are not New Rules.
10. The proposed rule change meets the minimum substantive state statutory requirements.
